Investigator Use
CellMapper (cellmapper.net) is a crowdsourced cellular network mapping platform that collects and displays data about mobile cell towers, their coverage areas, signal strengths, and technical parameters across all major wireless technologies including 2G, 3G, 4G LTE, and 5G. The database is populated by community contributors using Android apps that log signal data to the platform.
For OSINT investigators, CellMapper provides cellular infrastructure intelligence that is directly applicable in several investigative scenarios. The most common is cell tower correlation analysis: when a mobile device's cell tower connection records are available (from CDR data or device forensics), CellMapper can identify the specific physical tower the device connected to and establish its geographic location.
Cell tower location analysis allows investigators to construct approximate location histories for mobile devices using carrier records. While CDR data identifies the cell tower ID (Cell ID, LAC, or CGI), that information requires mapping to a physical location. CellMapper's database converts these technical identifiers into geographic coordinates with associated coverage estimates.
For law enforcement investigations with carrier data, CellMapper supports cell site analysis — the process of establishing approximate suspect locations based on the towers their device connected to at specific times. The platform's historical tower records are particularly valuable since CellMapper maintains historical data on towers that may have since been decommissioned or changed parameters.
CellMapper also serves as a technical reference for mobile infrastructure reconnaissance. Investigators can identify all towers of a specific carrier in a geographic area, determine tower types and configurations, and understand the expected coverage areas relevant to a specific investigation location.
Limitations: CellMapper data is crowdsourced and may be incomplete, inaccurate, or outdated, particularly in rural or less-populated areas with fewer contributors. Tower coverage areas displayed are estimates based on reported signal data, not authoritative engineering specifications. For evidentiary use of cell tower data, verify tower locations against official carrier or government tower registry data.
Document the tower ID queried, reported location, last confirmed date, and data source for any cell tower records used in investigation reports.
